Can I create unique emails per Promotion?

Yes. Find the action that your Promotion will have – one of Send Discount Code, Send Abandoned Checkout Link, Send Prefilled Checkout Link – and then click View Emails. From there, select Add new email. You can then build an email for a specific Promotion.
